Challenges & Solutions for the french Department of DefenseAssets Management

With over 100 000  assets homeland, overseas and abroad, the French Department of Defense is in charge of about 40% of the state assets.Which technical challenges ?

Military assets are composed of very diversified facilities : specifically built (shooting ranges, ammunition depots, nuclear & operational infrastructures…), rearranged facilities (landing strips, transmission pylones, maritime & fluvial infrastructures…) and natural facilities (underground quarries, cliffs,…).

The defense infrastructure service (Service d’Infrastructure de la Défense or SID) is the only ministerial referent and technical authority of the armed forces service. The SID centralizes and supports all military infrastructures.

A coherent and adapted monitoring is the key to face the infrastructure diversity and to provide a proper infrastructure management, answering to the armed force needs. In terms of risk management, the benefits are operational, juridic, financial or human. The technical skills of the SID and its high level of expertise are allowing it to manage risk associated to hazardous facilities.

The instructions from the Managing Board

Working with the managing board (DCSID or Directions Centrale du Service d’Infrastructure de la Défense), Cementys provides its solutions according to the instructions of ICTM André PEIRANI, DCSID VP :

It is sure that in the coming years will be mainly focused on maintaining existing infrastructures and adapting facilities to new weapon systems. Preventing major disorders, managing risk and participating criticity by providing the right answer to fullfill the French Department of Defense objectives, within the operationnal contract of the Army, here is the challenge that faces today the SID.

Investigations, inspections and singular or specific infrastructures monitoring are therefore necessary for the accomplishment of their missions.

What kind of monitoring ?

Investigations and expertise actions on ageing infrastructures are necessary. They provide checkup on the facility and anticipate potentially associated danger.

To manage critical assets, CMMS tools (Computerized Managed Maintenance System) and structural health & risk mapmaking are used to capitalize the investigations & inspections conclusions. The SID is currently elaborating these tools to monitor its facilities in a central and compatible way.

Monitoring using durable sensors is also often useful to ensure a long-term structural health of some facilities (environmental monitoring and mitigation). This monitoring provides datas helping decision-making and real-time risk-monitoring (alert system).

Which benefits for the Department of Defense ?

Front-end inventories, centralized information, combination of instrumentation & civil investigations are the best solutions in the hands of the SID to face its challenges.

This enables the SID a greater reactivity, human ressource efficiency and service-life maintenance with cost optimization. These results are answering to an important challenge : continuously providing the necessary support of the armed forces in the accomplishment of their missions.

This pressure and temperature sensor integrates optical fiber technology in only 12mm in diameter, a real technological feat. New premises

A move that marks a turning point ! To support its growth Cementys has moved to a campus of 1500m2 at 9, rue Léon Blum in Palaiseau (91120), France. With an area of activity multiplied by five, Cementys greatly increases its production capacity and is close to the optical community (OpticsValley, Ecole supérieur d’Optique…).

An inauguration is planned for early december.
